Lincoln County is beginning the process to update the Comprehensive Plan. The Comprehensive Plan was last amended in 2011.
Per South Dakota State Statutes, the purpose of a Comprehensive County Plan “shall be for the purpose of protecting and guiding the physical, social, economic, and environmental development of the county; to protect the tax base; to encourage a distribution of population or mode of land utilization that will facilitate the economical and adequate provisions of transportation, roads, water supply, drainage, sanitation, education, recreation, or other public requirements; to lessen governmental expenditure; and to conserve and develop natural resources.”
The Comprehensive Plan update will include but not be limited to the follows sections:
- Introduction, purpose and use
- Description of study area
- Demographic conditions, population, projections, local economics
- Infrastructure - transportation, water/wastewater facilities, utilities, stormwater management
- Schools, parks and open spaces
- Growth area analysis
- Existing land use
- Planning Policy Framework - goals, planning areas and policies
- Plan Implementation considerations
Community engagement is a cornerstone of effective governance. It is intended that a series of community and stakeholder public engagements will be conducted to gain input to help shape the goals and policies of the Comprehensive Plan. In the weeks and months ahead, opportunities to participate in the community and stakeholder public engagements will be advertised.
One element of the community engagement strategy is a request for residents to participate in a community survey. The outcome of the survey; including comments received during the first few community and stakeholder public engagements; will inform and guide the agendas and format of future community and stakeholder public engagements.
